Usually, one would simply go with the fuse or nameplate current rating of the radio.  All of these things affect it if you're designing a power supply, but that's a pretty complex task (especially these days, with coils so out of favour in general) and is perhaps more suited to element 4.  At this level I'd be expecting people to be able to match current and understand how to supply enough of it, and what happens if you don't, but I care more about wire gauge than about this for element 2.
